在11月4—5日舉辦的世界頂尖大學校長論壇上，中國高等教育學會副會長李楠發布《世界頂尖大學校長關注的十大議題》。十大議題匯集論壇39所頂尖大學校長的智慧，從征集到的101項議題建議中梳理凝練而成，集中反映全球頂尖高校對高等教育變革的共同思考。一起來看——

　　人工智能正迅速重塑經濟社會和高等教育，大學在引導其負責任發展與治理方面肩負重要使命。大學不止于“應用”人工智能，而要主動“塑造”人工智能，使其增強人的能力、學術誠信與公共利益。大學不僅是技術的創造者，更是技術倫理的守護者和社會價值的引領者，要為全球人工智能治理框架貢獻力量。大學要在創新與倫理考量、公眾信任、安全和社會效益之間取得平衡，確保人工智能的開發和應用服務于公共利益。大學要破解數據安全與算法倫理難題，確保算力、數據及語言多樣性公平可及。大學要深化國際合作，作為獨立專業力量與信賴召集者，共建治理共識，服務人類福祉。

　　Artificial intelligence is rapidly reshaping economies, societies and higher education, and universities have a vital responsibility to guide its responsible development and governance. They should move beyond simply adopting AI to actively shaping it, so that it strengthens human capabilities, upholds academic integrity and advances the public good. As creators of technology, custodians of research ethics and leaders in shaping societal values, universities must contribute to global AI governance frameworks. They should strike a careful balance among innovation, ethical considerations, public trust, safety and societal benefit, ensuring that AI is developed and deployed in the public interest. They should also address data security and algorithmic ethics while promoting equitable access to computing capacity, data and linguistic diversity. Through deeper international cooperation, universities should serve as independent sources of expertise and trusted convenors, helping to build consensus on governance and advance human well-being.

　　Reimagining the Value of Universities and Advancing Sustainable Development

　　在科技革命加速演進、全球性挑戰日益復雜的背景下，大學的使命、邊界和運行方式正在發生深刻變化，大學要未雨綢繆，向學習者、產業界、用人單位等利益相關方清晰闡明自身不可替代的價值。大學要探討在科學研究、人才輸出、社會賦能和國際協同等層面，如何全面助力全球可持續發展。大學作為知識生產的機構，要構建新型組織形態與治理體系，為環境可持續、公共福祉改善和促進發展機會公平提供切實方案。大學作為城市和地區的“壓艙石”，要堅持開放科學理念，強化社會責任，與政府、企業及社區協作創造持久的社會經濟價值，實現全球卓越與社會貢獻最大化。

　　As technological revolutions accelerate and global challenges grow more complex, the missions, boundaries and operating models of universities are undergoing profound change. Universities are called upon to anticipate these shifts and articulate their distinctive and enduring value clearly to learners, industry, employers and other stakeholders. They should examine how research, talent development, engagement and international collaboration can collectively advance global sustainable development. As knowledge-producing institutions, universities need to develop new organisational models and governance systems that deliver practical solutions for environmental sustainability, improved public well-being and equal opportunities for development. As anchor institutions in their cities and regions, they should champion open science, strengthen their social responsibility and work with governments, businesses and communities to create lasting social and economic value, maximising both global excellence and societal contribution.

　　Teaching, Learning and Assessment in the Age of Artificial Intelligence

　　人工智能正迅速重塑大學的教學、評價與知識創造、知識呈現方式，推動教育從標準化流水線轉向賦能創新創造的因材施教。面對這一變革，大學要重新審視傳統的教學與評價模式，充分利用人工智能技術提升教學成效。大學要系統實現智能化、個性化的知識傳遞，把教師解放為靈魂引路人，專注培育學生的批判性思維、倫理決策與創新能力。大學要構建跨學科、跨領域的學習生態，課程體系深度融合AI素養與人類獨特價值，促進學生駕馭人工智能，實現自主學習、有效學習。大學要精心設計真實性評價體系，在推動技術應用與教學創新的過程中，始終堅守學術誠信底線與教育品質。

　　Artificial intelligence is rapidly transforming university teaching, assessment, and the ways in which knowledge is created and communicated, driving a shift from standardised, one-size-fits-all education towards personalised learning that fosters creativity and innovation. In response, universities should re-examine established approaches to teaching and assessment and harness AI to improve learning outcomes. They should develop intelligent, personalised approaches to knowledge delivery, enabling educators to focus on their role as mentors and to cultivate students’ critical thinking, ethical judgement and capacity for innovation. Universities should also build interdisciplinary learning ecosystems and curricula that integrate AI literacy with distinctly human capabilities, empowering students to use AI effectively and become autonomous, successful learners. Robust and authentic assessment systems will be essential to upholding academic integrity and educational quality as universities advance technological adoption and pedagogical innovation.

　　Educating Graduates for a Rapidly Changing World

　　人工智能等新技術的迅猛興起正在改變勞動力市場，重塑知識、工作與社會的關系。大學要重新思考育人之道，既要培養學生的數字素養與人工智能能力，又要涵養創造力、批判性思維、倫理領導力、跨文化素養和終身學習能力。大學要加強全球協作，共同研制面向未來的課程體系，保障人人公平享有智能化學習的機會。大學要圍繞人才培養核心需求，重構跨學科、復合型、全球化的人才培養框架，打破學科壁壘、推動文理交叉、科教融匯、產教融合。大學要培養學生的全球視野、創新思維、批判性能力與社會責任，打造適配全球未來發展需求的頂尖人才培育模式，為科技創新與社會發展儲備核心力量。

　　The rapid emergence of artificial intelligence and other new technologies is transforming labour markets and reshaping the relationships among knowledge, work and society. Universities must rethink their approach to education, developing students’ digital literacy and AI capabilities alongside creativity, critical thinking, ethical leadership, intercultural competence and a capacity for lifelong learning. They should strengthen global collaboration to design future-ready curricula and ensure equitable access to AI-enabled learning opportunities for all. Centred on the core needs of talent development, universities should create interdisciplinary, integrated and globally oriented educational frameworks, breaking down disciplinary silos and fostering stronger connections between the humanities and sciences, research and education, and universities and industry. By cultivating a global outlook, innovative thinking, critical capabilities and social responsibility, universities can develop world-class educational models that meet future global needs and strengthen the talent pipeline for scientific and technological innovation and social progress.

　　基礎研究是整個科學體系的源頭，是所有技術問題的總機關，是全球科技競爭的前沿陣地，是大學承擔時代使命的重要領域。科學研究正向數據智能、人機協同和跨學科融合的新范式演進，為探索未知領域和突破科學邊界提供新方法。大學要堅持基礎研究長期主義，依托高水平科研平臺和重大科技基礎設施，提供長期穩定資源與自由探索空間，驅動從“0到1”的源頭突破，強化原始創新和顛覆性突破能力，持續提升大學作為科學發現策源地的作用。大學要主動融入全球創新網絡，深化基礎研究國際交流合作，聯合開展重大科學問題攻關，積極參與全球科技治理。

　　Basic research is the wellspring of the entire scientific enterprise, the master key to every technological challenge, the frontline of global science and technology competition, and a vital arena in which universities fulfill their mission. Research is moving toward a new paradigm built on data intelligence, human-machine collaboration, and interdisciplinary integration, opening new ways to explore the unknown and push back the frontiers of science. Universities must take the long view on basic research: by drawing on high-level research platforms and major scientific infrastructure, and by providing stable, long-term resources and room for free inquiry, they can drive original "zero-to-one" breakthroughs, sharpen their capacity for original innovation, and strengthen their role as a wellspring of scientific discovery. They should also engage with global innovation networks, deepen international exchange and cooperation in basic research, join forces on major scientific questions, and take an active part in global science and technology governance.

　　From Research Excellence to Societal Impact: Innovating University Knowledge Transfer

　　在全球科技競爭和產業變革加速的背景下，大學被寄予更高期望，不僅要產出高水平科研成果，也需更有效促進知識轉移、技術轉化和創新創業。大學處于科學發現、技術進步和知識創造的前沿，要輔以更強的跨學科合作、國際伙伴關系和高效知識轉化，產出真正造福社會的創新成果。大學要完善成果轉化機制，加強與政府、產業、投資及社會各界協同，推動科研成果更好服務經濟發展。大學要通過匯聚學術界、產業界、政府和國際伙伴，強化全球聯動的創新生態系統，把科研卓越轉化為持久的經濟、技術和社會影響。

　　As global technological competition and industrial transformation accelerate, universities are expected not only to produce research of the highest quality, but also to enable more effective knowledge transfer, technology commercialisation and innovation-driven entrepreneurship. At the forefront of scientific discovery, technological advancement and knowledge creation, universities must strengthen interdisciplinary collaboration, international partnerships and effective knowledge exchange to deliver innovations that genuinely benefit society. They should improve mechanisms for translating research into application and deepen collaboration with government, industry, investors and wider society so that research outcomes contribute more fully to economic development. By bringing together academia, industry, government and international partners, universities can strengthen globally connected innovation ecosystems and translate research excellence into lasting economic, technological and societal impact.

　　07、以學科交叉和科技創新應對復雜社會挑戰

　　Addressing Complex Societal Challenges through Interdisciplinarity and Technological Innovation

　　從氣候變化、生命健康到數字化轉型，社會面臨的復雜挑戰，無法靠單一學科解決。大學作為知識創新與科研重鎮，要全面加強橫跨科學、人文與社會科學的交叉研究和教學，積極推進重大科技創新。大學要打破學科壁壘，整合跨學科研究力量，深化與政府、產業及社會的協同合作，將學術成果轉化為解決實際問題的政策方案與技術路徑，積極服務公共福祉。大學要建立并完善相應的項目經費支持與制度保障體系，有效鼓勵而非阻礙跨領域合作，從而通過綜合性的學科交叉研究與科技創新，更好地應對復雜社會挑戰。

　　From climate change and global health to digital transformation, the complex challenges facing society cannot be addressed by any single discipline. As centres of knowledge creation and research excellence, universities should strengthen interdisciplinary research and education spanning the sciences, humanities and social sciences, while advancing major technological innovation. They should break down disciplinary silos, bring together expertise across fields and deepen collaboration with government, industry and civil society, translating academic insights into practical policy solutions and technological pathways that serve the public good. Universities should also establish effective funding mechanisms and institutional frameworks that enable and incentivise, rather than impede, collaboration across disciplines. Through integrated interdisciplinary research and technological innovation, they can respond more effectively to society’s most complex challenges.

　　08、在地緣政治裂隙中維系國際交流與人文紐帶

　　Sustaining International Exchange and Cultural Ties amid Geopolitical Divides

　　全球博弈態勢正使跨境合作變得愈發困難：簽證政策收緊、出口管制加碼、以國家安全為由設置的科研資助限制，都在無形中抬高了合作的門檻，使國際學術交流壁壘增多并承壓。大學要在維護學術自由、自主性與保護敏感領域間平衡，推行“有管理的開放”，守護科學公地屬性。大學要發揮跨文明對話與科學外交的橋梁作用，積極破除國際合作障礙，以知識共享、跨國科研協同與高端人才雙向流動。大學要維持聯合研究與交流項目的正常運轉，構建包容、普惠、共贏的全球高等教育共同體，促進全人類共同福祉與文明互鑒。

　　Global rivalries are making cross-border collaboration increasingly difficult. Tighter visa policies, expanded export controls and research funding restrictions introduced on national security grounds are raising barriers to cooperation and placing growing pressure on international academic exchange. Universities need to balance academic freedom and institutional autonomy with the protection of sensitive research, pursuing managed openness while preserving science as a global commons. They should serve as bridges for cross-civilisational dialogue and science diplomacy, actively removing barriers to international cooperation to facilitate knowledge sharing, transnational research collaboration and the two-way mobility of leading scholars. By sustaining joint research and exchange programmes, universities can help build an inclusive, equitable and mutually beneficial global higher education community, contributing to the shared well-being of humanity and mutual learning among civilisations.

　　09、大學促進南北合作與南南合作均衡發展

　　Advancing Balanced North–South and South–South Cooperation

　　科技是發展與現代化的關鍵，國際合作是能力建設的核心。然而當前全球科研成果仍集中于少數國家，全球南方大學處于不平等的合作網絡之中。大學要積極承擔起責任，推動南北合作與南南合作均衡發展。大學要以共享平臺、聯合培養和合作發表為堅實基礎，縮小科研差距，提升全球南方大學的能力與地位。大學要深入研究全球南方國家的教育交流與人文合作，提供多元的人類社會發展路徑和方案。大學要積極推動南方國家參與全球教育治理，加強高水平的全球合作網絡建設，體現超越地緣政治的高等教育共同價值。

　　Science and technology are central to development and modernisation, and international cooperation is essential to capacity building. Yet global research output remains concentrated in a small number of countries, and universities in the Global South often operate within unequal partnership networks. Universities should take active responsibility for advancing balanced North–South and South–South cooperation. Shared research platforms, joint training programmes and collaborative publications can provide a strong foundation for narrowing research gaps and strengthening the capacity and standing of Global South universities. Universities should also deepen research on educational exchange and cultural cooperation with Global South countries, contributing diverse pathways and solutions for human development. By promoting the participation of Global South countries in global education governance and building high-level international collaboration networks, universities can demonstrate the shared values of higher education that transcend geopolitics.

　　10、人類命運共同體與大學使命

　　A Community with a Shared Future for Humanity: The Mission of Universities

　　構建人類命運共同體是通向人類美好未來的必由之路。真正的大學責任，在于培養守護地球的下一代領導者、建設者，為人類永續貢獻智慧與行動方案。大學的意義遠不止授予學位：它們是深植于所在城市和地區的社會、科學與文化變革引擎。面對日益增長的外部壓力與期待，大學要運用自身在瞬息萬變的世界中所積累的知識，共同組成關于解決全球性問題的公共產品體系。大學要彰顯公共使命及其在人才培養、科技創新、文化傳承、文明互鑒和經濟社會發展中的貢獻，為促進世界和平發展、人類文明進步和共同福祉貢獻大學力量。

　　Building a community with a shared future for humanity is essential to creating a better future for all. The true responsibility of universities lies in educating the next generation of leaders and builders who will safeguard our planet, and in contributing knowledge and practical action to enduring human progress. Universities are far more than degree-awarding institutions: they are engines of social, scientific and cultural transformation, deeply rooted in their cities and regions. Amid growing external pressures and expectations, universities should draw on the knowledge they have built in a rapidly changing world and work together to develop public goods that help address global challenges. They should reaffirm their public mission and their contributions to talent development, scientific and technological innovation, cultural preservation, mutual learning among civilisations, and economic and social development. In doing so, universities can contribute to world peace and development, the advancement of human civilisation and the shared well-being of all.
